Strategic Bets Document

Assembles the strategic bets document and a separate one-page executive summary from the matrix record and the marked-up workbook. Assembly only — it asks nothing about the bets themselves, and the summary carries every hedge its source document carries.

Its purpose is to keep the reasoning attached to the decision. No bet is referred to by its code alone, empty positions on the grid are named as findings rather than left blank, and a rejection reading we chose to focus elsewhere is a failed section.
