Assembles the goal and north star decision paper from the three records, writes the executive summary last from the assembled document rather than from the records, and runs a seven-rule contract check plus a list of the inputs nobody supplied. It asks nothing about the decisions themselves.

Exists to stop the honesty labels falling out in transit. A document that reads cleanly because the caveats were lost during assembly is the worst thing this workflow could produce, so every label appears in the final paper in the same words it had in the record.
