Fixes the decision context and pairs customer value with commercial events.
Sets the trigger, horizon, re-open date and teams in scope, records what the last goal set got wrong, and builds two models joined by a money path: the value moments a customer reaches and the commercial moments that pay for them — each a countable event, each marked evidenced or hypothesised. It reads the stage first, says whether a behavioral metric can be measured at all this horizon and which of the two strands leads, and states out loud what it drafted and did not promote.
Exists because a benefit statement cannot become a metric. Customers feel confident in their data is not a value moment; a user exports a reconciled report is — and the first one, if it slips through, gets picked as the north star three steps later.
What it needs, and which agents use what it produces.
