Captures the admitted problems and traces every opportunity back to one.
Converts the competitive research report into an opportunity register: the problems the report admits, in problem-ID order and unranked, each opportunity grouped under the numbered problem it traces to, product ideas with no traceable problem listed apart, and a record of what was refused or set aside and why. Proprietary research carrying a different kind of evidence is recorded side by side rather than used to upgrade the report, so it produces a traced register, not a ranking of problems or opportunities.
Its purpose is to keep the opportunities that get funded tied to a problem a customer actually has, rather than to whatever somebody already wanted to build. Asked for a ranking, it points to the assessment that follows instead of ranking, and anything removed during a run is recorded with the reason given, so a problem set aside for good reason in one round does not return in the next as a fresh idea.
What it needs, and which agents use what it produces.
